Vietnam FCC Certification USA: What Do Vietnam Exporters Need?
Products manufactured in Vietnam do not need FCC authorization simply because they come from Vietnam. The requirement depends on whether the product is an RF device covered by FCC equipment-authorization rules and which authorization procedure applies. Wi-Fi, Bluetooth, cellular, radio-control and other transmitting products often require closer FCC review. Depending on the device, the applicable route may involve Certification with an FCC ID or a Supplier’s Declaration of Conformity (SDoC). The key is to verify the exact model, radio function, authorization status, labeling and responsible party before shipment. FCC compliance is separate from customs classification, although the documentation can become relevant during U.S. import processing.
When a Vietnam factory asks, “Do we need FCC certification for the U.S.?” I do not start with the country of origin.
I start with the device.
Does it transmit radio frequency energy? Does it contain Wi-Fi, Bluetooth, cellular, Zigbee or another wireless function? Is it already covered by an authorized module? What is the final product configuration?
Those questions determine the compliance path.

Do Products From Vietnam Need FCC Certification in the USA?
Not automatically.
“Made in Vietnam” does not itself trigger FCC certification. The FCC regulates applicable radio-frequency equipment based on the device and its technical characteristics.
FCC's equipment-authorization framework covers RF devices and establishes different authorization procedures depending on the type of equipment. The FCC's official import guidance explains that RF devices subject to equipment authorization must meet the applicable requirements before importation or marketing in the United States.

The important distinction is between electronic and RF equipment. They are not interchangeable terms.

What Is the Difference Between FCC Certification, FCC ID and SDoC?
This is where many Vietnam exporters get stuck.
FCC Certification is an equipment-authorization procedure. For products subject to certification, the approved device receives an FCC ID associated with the authorization.
FCC ID is the identifier associated with a certified device. It is not a generic “FCC certificate number” that every electronic product must have.
Supplier's Declaration of Conformity, or SDoC, is another equipment-authorization procedure used for applicable equipment. It is not the same process as certification.
The FCC's rules distinguish between certification and SDoC. The applicable procedure depends on the equipment and rule part involved.

Do not ask a Vietnam factory simply for “the FCC certificate.” Ask what authorization procedure applies and request the documentation supporting that exact product configuration.
Which Vietnam Products Usually Require the Closest FCC Review?
Wireless connectivity is the obvious starting point.
Common examples include:
- · Wi-Fi routers and connected appliances
- · Bluetooth speakers and accessories
- · Smart locks and access-control devices
- · Wireless cameras and security products
- · Smart displays and connected monitors
- · Wireless lighting controllers
- · Radio-control equipment
- · Products containing cellular communication functions
- · Other RF transmitters covered by FCC rules
But there is an important technical point.
A product can contain an already-authorized wireless module without automatically making the entire finished product compliant. The host product, integration conditions, antenna configuration, labeling and other technical factors can matter.
FCC's module guidance specifically addresses equipment that incorporates transmitter modules. Therefore, “the Wi-Fi chip already has FCC approval” is not enough information by itself.

Does FCC Certification Have to Be Completed Before Shipping From Vietnam?
For a commercial shipment, the safer answer is yes: resolve the applicable FCC authorization before the cargo is committed to a U.S. import and marketing plan.
There are limited FCC importation exceptions and special conditions. The FCC has rules covering certain pre-authorization imports for specific purposes, but these are not a general workaround for ordinary commercial sales.
For example, FCC rules have permitted limited quantities of certain RF devices to be imported for pre-sale activities under specific conditions, including temporary labeling and restrictions on consumer delivery before authorization.
